Abstract: I will be taking you through the way in the ONS measures activity within the Government sector, focusing on healthcare and education, but also covering other areas such as Fire Service, Justice and Policing. I will begin by outlining the principles of measuring output in the absence of market prices, covering direct and indirect measurement and how to approach the issue of quality of output and “preventative” measures, where less output represents a better outcome (for example fires attended by the fire service). I will also introduce the ongoing Public Service Productivity Review, commissioned by the Chancellor in the summer of 2023.
Gabriel Kite is a Government Statistician and has been an Assistant Deputy Director in Public Sector Division of the ONS since November 2022. Before that, he has held positions in DWP, Cabinet Office and Department for Education.
